ac fan motor runs then stops

AC unit old has been running fine until couple days ago. It looks like the fan motor and capacitor were replaced once before with some added wiring that differs from my other unit I have a 2 zone system.

Condenser fan GE rated at 100 amp was running at 38 amps and about 12 rpms rated at 1075 rpm according to a check by a service tech.

My problem is that the air conditioning unit Trane runs fine however when the blower turns on it will run for 25-30 seconds and then turns off for 60-90 secords before turning on again. Tested Capacitor I tested the capacitor using Fluke DMM.
